Lawmaker - Add a policy to 1 district.City Planner - Draw 3 districts, even in empty lots.Well Informed - Make sure you click on the question mark (?) every time you go to each panel like roads, zones, services, etc.Pause, plot roads, connect them to both highway roads (entry and exit roads), put electricity supply, put water supply, don't forget the sewage, plot the zones (residential and industrial).
